Biography
Dr. Joanne E. Howard is a Visiting Assistant Professor in the Department of Political Science and Public Administration.

She is responsible for developing and managing the MCIC (Metro Chicago Information Center) consulting portfolio in the areas of education and nonprofit management. She provides formative evaluation perspective to organizations interested in establishing new programs, and summative evaluation research and strategic planning for long-term organizational initiatives.

Prior to joining MCIC, she held senior positions with the Chicago Urban League, The University of Chicago, Northwestern University, and the University of Illinois at Chicago. She has taught in the graduate programs at The School of the Art Institute, and DePaul University. She has also worked for the New Jersey Department of Education, and the Pennsylvania Department of Education
Research Interest
Her specialty is financing for public schools in the United States.She is particularly interested in evaluating the performance of urban school districts so they can be made stronger and in order for the children who attend them may benefit from increased resources, strong curricula, stable leadership, and facilities that are sufficiently appointed so children may be exposed to a library, have gym, and eat lunch.
